Developer Control Phase

• Prepare and educate community

• Identify needed skill sets and identify community volunteers

• Identify and understand relevant public agencies and resources

• Identify professional and expert resources that may be needed

• Build understanding of relevant state law

• Review HOA governing documents

• Build a collaborative relationship with developer

Transition Phase​

• Form transition committee

• Design project plan and execute “Transition Study”

• Assign skilled volunteers, solicit public agency assistance and determine need for expert inspection/analysis

• Resolve identified “claims” with developer

Homeowner Control​

• Owner-elected board

• Identify and understand rights reserved by developer that survive transition
